Why the cooking vessels are painted dull black outside?

For rapid heating, the cooking vessels should preferably be painted dull black outside so as to increase its absorbing power. On the other hand, the outer surfaces of teapots, calorimeters etc are highly polished or silvered to maintain radiation loss.
